Residence Permit Notification

Annual notification confirming residence in the Russian Federation under a residence permit

Obligation and deadlines
A person who has received a residence permit (hereinafter, a residence permit) in the Russian Federation is required, within two months from the date each year expires after the document was received, to apply in person to the territorial office of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs of Russia (OVM) at their place of residence. If they are not registered at a place of residence, the notification is submitted at their place of stay (migration registration).

Ways to submit the notification
The notification may be submitted in one of the following ways:

  • By appearing in person at a territorial office of the Ministry of Internal Affairs of Russia.
  • Through a multifunctional center (MFC) or another authorized organization at the place of residence (stay).
  • By registered mail with acknowledgment of receipt through any Russian Post office, regardless of place of residence. The postal employee will issue the detachable part of the notification form. The territorial office of the Ministry of Internal Affairs of Russia does not send a separate confirmation of receipt for notifications sent by mail.
  • As an electronic document through the Unified Portal of State Services (Gosuslugi) (available from 07.01.2020).

Special cases

  • If a foreign citizen changes their place of residence in the Russian Federation, the notification is submitted at the new place of residence (or, if there is none, at the place of stay).
  • Upon expiration of each fifth year of permanent residence, the notification must be submitted exclusively in person to a territorial office of the Ministry of Internal Affairs of Russia.

Practical example of calculating the deadline
If the residence permit was received on 10 June 2024, the first notification must be submitted during the period from 11 June 2025 through 9 August 2025 inclusive. The notification may not be submitted before the specified period.

Important: The obligation to submit a notification remains even if an application for admission to citizenship of the Russian Federation has been submitted.

Submission procedure and rules

The notification is submitted by:

  • a foreign citizen aged 18 or older;
  • one of the parents or another legal representative, in respect of a foreign citizen under 18.

The notification must include the following information:

• first name, surname, patronymic (if any);

• address of place of residence (place of stay);

• place(s) of work and duration of employment during the year following receipt of the residence permit;

• period spent outside the Russian Federation during the year following receipt of the residence permit (indicating the countries visited);

• amount and sources of income for the year following receipt of the residence permit.

The following documents (or copies thereof) must be presented with the notification:

  •  foreign citizen's passport;
  • residence permit;
  • notification of registration for migration purposes (MU) at the place of   stay;
  • one copy of the notification.
  • supporting documents if the two-month deadline is exceeded.

If you were not working, indicate in item 2 the period during which you were not working (for example, "to date"); in the “Place of work” field write "not working", and in the “Address” field indicate your place of residence/stay;

If a foreign citizen permanently residing in Russia submits the notification as an electronic document, copies of the specified documents, signed with that foreign citizen's enhanced qualified electronic signature, must be attached.

The notification must be completed in Russian, legibly by hand or using technical means (a computer). Abbreviations and acronyms may not be used, and corrections may not be made.

Submitting a notification for a minor

The notification confirming a child's residence is completed in the same way as an adult's notification. The difference is that the legal representative (parent) signs at the end of the form and indicates their surname, first name, and patronymic (if any). The following must also be submitted:

  • identity document of the legal representative;
  • child's birth certificate;
  • notarized translations of the specified documents (if they are in a foreign language).

THE FOLLOWING MAY ALSO BE REQUESTED:

  • notarized translation of the passport or a copy of the translation
  • certificate of income and personal tax amounts (formerly 2-NDFL),
  • self-employed income certificate, bank certificate confirming funds (not accepted everywhere), copy of tax return (3-NDFL), or another document confirming the amount and source of the foreign citizen's income for the following year (for example, a pension certificate for pensioners). Either or both may be provided (for example, if the 2-NDFL amount is insufficient).
  • detachable portions of all previous notification forms (if any) and copies thereof
  • certificate of taxpayer identification number (INN) and a copy (if available);

Practical note on income

Under the law, when submitting the annual notification, it is not required to provide documentary proof of a lawful source of income. However, in practice, many territorial migration offices request this information.

Documents concerning sources of income include:

  • an income and personal tax amounts certificate from the foreign citizen's place of work; income for the past year must be no less than the region's monthly subsistence minimum multiplied by 12 months.
  • an income certificate for the person on whose support the applicant depends;
  • proof that the foreign citizen receives alimony;
  • pension certificate;
  • other documents confirming that the foreign citizen receives income from activities not prohibited by law (for example, income from selling real estate, renting out an apartment, etc.)
  • bank statement confirming that the foreign citizen has a bank deposit, indicating the account number and deposit amount.

It is important that the date the deposit was opened be no later than the start date of the reporting period (i.e., the foreign citizen confirms what funds they lived on during the past year). However, the balance in a bank account alone cannot confirm that there is income.

1) Interest on deposits is taken into account. The monthly interest amount must equal the subsistence minimum in the region of residence.

2) Alternatively, account transactions must be shown (withdrawals of at least the monthly subsistence minimum).

Calculating proof of financial support for a family

If it is necessary to confirm the family's combined income for the purposes of the notification, use the following calculation:

Adult subsistence minimum + child subsistence minimum in your region) × 12 months.

The list of documents and procedure for completing the annual notification may differ in various district OVМ offices from the list and sample provided here. We therefore recommend confirming all requirements locally.

Answers to frequently asked questions

1. What are the consequences of failing to submit the notification on time?
When receiving a residence permit, a foreign citizen signs a receipt explaining their rights and obligations, including the obligation to submit an annual notification. Therefore, a claim of not knowing this requirement is not accepted.
Failure to submit the notification by the prescribed deadline results in an administrative fine or administrative expulsion from the Russian Federation. Failure to submit the notification for two consecutive years is grounds for cancellation of the residence permit.

2. Can the notification be submitted after the prescribed deadline?
If there are valid reasons (for example, serious illness, death of a close relative, or long-term treatment), the notification may be submitted later, but no later than six months after the reporting year expires. Documents confirming the validity of the reason for missing the deadline must be attached to the notification.

3. Can the notification be submitted by a representative under a notarized power of attorney?
The current legislation of the Russian Federation does not provide for the possibility of submitting a notification confirming residence under a notarized power of attorney. This procedure, like submitting applications for permits, requires the personal participation of the applicant or their legal representative.

4. Are full-time students and pensioners required to submit a notification?
Yes, the obligation applies to all categories of persons holding a residence permit.

  • Full-time students confirm financial support with a certificate showing the amount of their scholarship, receipts for money transfers from parents, or other documents.
  • Pensioners confirm their status and source of income with a pension certificate.
