Annual Notice of Residence

Notice confirming residence in the Russian Federation under a temporary residence permit (TRP)

A foreign national temporarily residing in the Russian Federation must, within two months from the date on which another year has elapsed since they received their temporary residence permit, submit to the territorial body of the federal executive authority responsible for internal affairs, either in person or through a subordinate enterprise or an authorized organization at the place where the temporary residence permit was obtained, a notice confirming their residence in the Russian Federation, accompanied by an income certificate, a copy of their tax return, or another document confirming the amount and source of that foreign national’s income for the year since they received their temporary residence permit. The said notice and its accompanying documents may be submitted to the territorial body of the federal executive authority responsible for internal affairs as electronic documents.

If a foreign national changes their place of residence in the Russian Federation, the notice must be submitted at their new place of residence (if they have no place of residence, at their place of stay).

EXAMPLE! You received your TRP on 22.03.2023, which means you must submit the notice from 22.03.2024 to 21.05.2024.
 You cannot submit the notice in advance!

The notice is submitted in accordance with the procedure established by the Rules:

  • by a foreign national who has reached the age of 18;

  • by one of the parents or another legal representative on behalf of a foreign national under the age of 18.

Those who have received a TRP for educational purposes are exempt from submitting the notice (Clause 11, Article 6.2 of Federal Law No. 115-FZ of 25.07.2002).

The notice confirming a child’s residence is completed in the same way as an adult’s. The only difference is that the legal representative (parent) signs at the end and provides their full name. Accordingly, when submitting the notice, you must also provide a document identifying the legal representative (parent), the child’s birth certificate, and copies/translations of these documents.

The amount for a child is calculated as the subsistence minimum for your region × 12.
 That is, if you are submitting for yourself and a child, the amount is calculated as (the subsistence minimum for your region for you + the subsistence minimum for your region for the child) × 12
