The law provides for mandatory oversight of transactions by foreign investors involving the assets of users of subsoil plots containing certain types of strategic mineral raw materials (rare and rare earth metals), and producers of fish products (large and medium-sized market participants)*.

Decisions will be made by the Government Commission for Control over Foreign Investment.

According to the Federal Antimonopoly Service, the law aims to protect the country's national interests and improve the effectiveness of state control over natural resources.

The document will strengthen oversight of foreign companies' participation in strategic sectors of the economy.

*This is the market participant's primary activity (i.e., revenue from it accounts for 50% or more of the entity's total annual revenue), and the aggregate book value of the assets of this participant and its group of persons for the last calendar year exceeds 800 million rubles.
