New Accountability Measures in Migration Services

The recent decision by State Duma deputies to introduce administrative liability for employees of the Ministry of Internal Affairs’ passport and visa service and the Multifunctional Migration Center in Moscow is an important step toward improving the quality of migration services. The bill, which passed its second and third readings, was initiated by the Russian government and is aimed at addressing shortcomings in the work of these organizations.

Under the new legislation, fines are introduced for violations in the provision of migration services. Employees of the passport and visa center and the MMC can now be penalized for performing their duties late or inadequately. Fines range from 3 to 4 thousand rubles for rank-and-file employees and from 5 to 10 thousand rubles for officials. In the event of repeated violations, fines can reach 30 thousand rubles, underscoring the seriousness of the approach to this issue.

This bill is a logical continuation of reforms launched in 2024, when these institutions were authorized to accept applications for visas, temporary residence permits, and other important documents. However, despite their expanded powers, the quality of service left much to be desired. The introduction of administrative liability should help increase employees’ accountability and improve their interactions with citizens.

It is important to note that the new measures not only penalize errors but also create incentives to improve efficiency. In today’s world, where migration processes are becoming increasingly complex and multifaceted, the quality of service provision is a key factor in ensuring the rights of citizens and foreign nationals in Russia.

Thus, the adoption of this bill can be seen as a step toward a more transparent and accountable system of migration services in the country. This decision is expected not only to improve the quality of service but also to restore citizens’ trust in government institutions, an important aspect of the stable development of society.
